This species is highly host-specific, primarily targeting trees of the genus Catalpa. The damage is most severe during the spring and early summer when the trees are actively producing tender new leaves and shoots, providing an ideal environment for the midge's development.

The lifecycle of the Catalpa midge involves females laying eggs into the developing buds or young leaves.
