Agricultural business is considered fairly risky, as it depends not only on market conditions but also on a huge number of factors. In particular, unregulated land relations are a stumbling block. Therefore, creating an open market for agricultural land in Ukraine and introducing effective tools for its operation is a matter of strategic importance.
Currently, over 10,500,000 hectares are in state ownership, of which approximately 8 million are arable lands suitable for agricultural activities. Unfortunately, only a small portion of these lands are legally leased, because the state is only taking the first steps toward civilizing the market. Thus, within the framework of the general decentralization of power, reserve lands are transferred to territorial communities — they have already received nearly 1,500,000 hectares of land. Introducing land auctions allows for efficient and transparent use of land plots — leasing or working independently — and directing the proceeds to regional development.
"In such a situation, it seems rather strange that there was no specialized platform for land resources in the country," — notes Alexander Polkhovsky, founder of the project Uland.сom.ua. His team was among the first to work within the ProZorro system, has substantial experience in organizing work with state databases — in particular, created such a well-known and effective tool as the commodity exchange Polonex.
Thanks to the advantages of the internet resource, businessmen interested in expanding their land portfolio can no longer wait for "favor" from local authorities and significantly reduce the likelihood of dealing with intermediaries. Beginners who want to try their hand at the promising export-oriented berry business can also buy plots without corrupt elements.
Landowners can post an advertisement on the site about their share and expect to receive a fair price for its lease. As practice shows, rights to lease land plots at state auctions are sold 1.5–2.5 times higher than the starting price. To post an advertisement, the user only needs to specify the cadastral number, and then "pull" information from official sources. It is appropriate to indicate important information about nearby objects — water bodies, roads, railway lines, ports, etc., for which you need to place "checkmarks" next to the suggested options.
