The causative agent of the disease is the fungus Puccinia stipae, an obligate parasite belonging to the order Pucciniales. This pathogen specializes in infecting grasses of the genus Stipa, deriving nutrients directly from host cells and severely impacting the plant's structural integrity.

The primary hosts of this fungus are various species of needle grass found in steppe and prairie ecosystems. The disease frequently establishes itself in dense grass communities where the close proximity of hosts facilitates rapid pathogen transfer throughout the growing season.

The symptoms of infection appear as small, dusty, orange or brownish pustules forming on the leaf surfaces and stems. These structures contain urediniospores, which break through the leaf epidermis. As the infection progresses, the leaves may become chlorotic and wither prematurely due to the loss of tissue vitality.

The development and spread of Puccinia stipae are highly dependent on moisture and moderate ambient temperatures. Frequent rainfall or heavy dew provides the necessary environment for the spores to germinate and penetrate the host tissue, often leading to localized outbreaks in favorable conditions.

The economic and ecological impact of the fungus is characterized by the reduction of photosynthetic efficiency and total biomass yield of the grasses. Severe rust infections can cause significant degradation of pasture lands and natural grasslands, diminishing their quality for grazing and ecological stability.
