This species is strictly host-specific. The primary damage occurs on the leaves, where the pest feeds by piercing tissues and injecting substances that force the plant to create galls. These galls serve as both a food source and a protective shelter for the insect during its nymph and adult stages, shielding it from many environmental factors.

The life cycle of Phylloxera confusa is complex and tightly synchronized with the host plant's phenology. The population begins to grow in the spring when overwintering eggs hatch. The resulting nymphs migrate to newly emerging leaves, initiating the formation of galls.
